Phillip Lee Heeken faces a $2 million bail for killing a woman in a crash, while he was driving under the influence. Heeken has been previously arrested 17 times in the past 20 years.
Heeken was three times over the legal alcohol limit when he crashed into Cheryl Hall last August. The impact of the crash sent Hall’s vehicle over an embankment. Hall died later from injuries sustained in the accident. Heeken faces charges of vehicular homicide and DUI manslaughter.
