A 56-year-old man crashed into DeLand City Hall Sunday night after leaving a bar.  Kenneth Cogburn has been charged with DUI with property damage and leaving the scene of an accident involving damages.  Cogburn’s alcohol level was over two times the legal limit to be driving.  He was driving on West New York Avenue when he crashed into the steps, hand railings and a brick wall.  He drove away but officials found him at Stone Street and Minnesota Avenue.
