A 32-year-old Edgewater woman died recently of cardiac arrest after an EVAC ambulance failed to arrive on scene for 32 minutes and denied fire rescue personel permission to transport her to a hospital 11 minutes after her mother's 911 call. Joell Cianfrocca suffered an severe asthma attack at 7 a.m. that morning and fire department paramedics responded immediately to the 911 call placed by Cianfrocca's mother.

However, the EVAC ambulance that was en route to Cianfrocca's Edgewater home was re-routed to another call deemed to be a higher priority. Another ambulance 12 miles from Cianfrocca's home on Sabal Palm Drive was retasked to Cianfrocca.

The Edgewater Fire Department responded immediately and worked to stabilize Cianfrocca who had slipped into cardiac arrest. The Edgwater Fire Department responded with a vehicle very similar to an ambulance and requested permission to transport Cianfrocca to New Smyrna's Bert Fish Medical Center.

However, EVAC denied them permission to transport Cianfrocca to a hospital because of a law that makes it illegal for any emergency service but EVAC to transport any patient in Volusia County to any hospital.

EVAC officials claim that the reason the first ambulance was rerouted away from Cianfrocca is that the 911 call was initially reported as an asthma attack and not as a cardiac arrest. ECAV also claims that though 14 ambulances were in the vicinity that they were all responding to emergencies when Cianfrocca's call came in.

EVAC's contract with Volusia county requires an ambulance to respond to an emergency call within 8 minutes 59 seconds on 90 percent of the calls in urban locations and 11 minutes 59 seconds in rural locales. EVAC officals report meeting that goal on 94 percent of calls.

Local law did not always deny every emergency service but EVAC the ability to transport emergency patients. Before last fall, the fire departments in certain Volusia cities were allowed to transport emergency victims to medical facilities. However, that law was changed because EVAC said it was too expensive for them.

Six Jacksonville children were at home last Wednesday when the family’s space heater caught fire. The fire erupted and spread to a stroller holding one of the children, 5-month-old Jaxson Spencer Wills. Jaxson’s father, George Wills, quickly helped his son and threw the heater and stroller outside the house saving the rest of the family. The child was taken to Shands Jacksonville hospital and then to Shands Gainesville burn center. Jaxson was in critical condition last Thursday and may require treatment for one year.

No contest plea from deputy in suspected DUI crash

A Volusia County sheriff's deputy who struck a South Daytona patrol car while driving drunk has pleaded no contest to a reduced charge.

John Harvey, 51, hit the cruiser at 2:33 a.m. Aug. 29 on Big Tree Road, and then drove several blocks before pulling over.

When the arresting officer asked Harvey how much he had to drink, Harvey told the officer, "a lot," before refusing to take a field sobriety test.

The police report states that Harvey appeared “very confused.” He also failed to obey commands to exit the vehicle and rolled up the window where an officer stood. Finally, one of the officers escorted Harvey from the vehicle.

He was charged with driving under the influence, refusing to take an alcohol breath test, careless driving and leaving the scene of an accident with property damage.

Harvey pleaded no contest Nov. 12 to a reduced charge of reckless driving. The other charges were dismissed by the State Attorney's Office.

The findings of an internal investigation by the Sheriff's Office are expected to be presented next week. Harvey's Sheriff's Office car was taken away after his arrest, and he was assigned to courthouse security. He is barred from driving any agency vehicle while on duty.

Consumer group releases "Trouble in Toyland" report

Toy hazards such as small parts that can choke young children, excessively loud sounds, high levels of dangerous chemicals and lead contamination were highlighted by the U.S. Public Interest Research Group in its "Trouble in Toyland" report released on Tuesday.

A red Elmo lunchbox and a Fisher-Price phone were among the seemingly benign toys that the advocacy group is advising shoppers to avoid. The Elmo lunchbox contained about 70 times the level of phthalates allowable by federal law, while the Fisher-Price Laugh & Learn Learning Phone made a 90-decibel noise at 1 centimeter from the ear -- the same as a lawn mower.

The Toy Industry Association responded with a statement warning parents not to be needlessly frightened by these types of reports.

Government safety officials assured shoppers that toys are safer this year than in previous holiday seasons.

Secondhand smoke worse for toddlers and obese teens

Study findings presented at the American Heart Association's annual scientific sessions in Orlando, Fla, suggest that secondhand smoke causes greater blood vessel damage in toddlers than in teens. Additionally, obese adolescents exposed to secondhand smoke showed twice the vascular injury of normal-weight adolescents.

Senior author John Anthony Bauer of the Nationwide Children's Hospital & Research Institute at Ohio State University in Columbus said the vascular changes detected in toddlers and obese teens were well recognized risks for heart disease in adults. This suggests that aspects of adult heart disease are initiated in early childhood, where prevention strategies may have a significant long-term impact.

Bicyclist Killed By Semi In Downtown Orlando

Several downtown Orlando intersections were shut down Monday afternoon after a semi-truck collided with a person on a bicycle, killing the bicyclist.

The collision occurred around 9:30am when a semi was heading eastbound on Church Street and making a right turn onto Hughey, heading southbound.

The bicyclist is identified as 46-year-old Elroy C. Daniel. The driver, 26-year-old Kenneth Thomas Carter III, works for Fulford Van and Storage Co., an Orlando-based business.

The accident is under investigation.

Three-car crash in DeLand sends five to hospitals

Five people were hospitalized following a three-vehicle crash in DeLand on Sunday afternoon, Nov. 22.

Seventeen-year-old Rodrigo Duarte of DeLand was traveling west on Euclid Avenue when he ran the stop sign at Hill Avenue. Duarte’s 2002 GMC truck hit a 2006 Toyota driven by Gina Martinez of DeLeon Springs. Duarte's truck continued through the intersection, slamming head-on into an eastbound 2005 Pontiac that was stopped at the stop sign on Euclid.

Duarte, Martinez, Martinez's passenger, Christina Hernandez of DeLeon Springs, and a Canadian couple in the Pontiac, Glandon and Frances Thomas, were taken to area hospitals. Three were taken to Halifax Health Medical Center in Daytona Beach.

Frances Thomas was listed in satisfactory condition at Halifax Health, and Christina Hernandez was treated for injuries at Florida Hospital-DeLand and released. Hospital officials said the other three crash victims have either been discharged or they may still be unidentified in hospital records because medical workers haven't been able to confirm their identities.

Duarte, who had no driver license, was under the influence of alcohol when the crash occurred. Charges are pending the results of that investigation and blood-alcohol tests.

Hit-and-run crashes on Osceola Parkway kill 2 motorcyclists

Two separate hit-and-run accidents this weekend left two motorcyclists dead in Osceola County.

At about 9:30 p.m. Saturday, two motorcycles riding west on the exit ramp of Interstate 4 to Osceola Parkway lost control and both drivers were ejected. Ross Dale, 20, of Aubrey, Texas, was killed. The other driver, whose identity is unknown, fled the scene.

In a separate incident early Sunday, a Kissimmee man was killed on Osceola Parkway. Raul Alicea Nogueras, 42, was riding a motorcycle in a merge lane behind a van near Briarwood Drive at about 1:45 a.m. The van swerved and collided with his motorcycle. Nogueras was taken to Florida Hospital Kissimmee but did not survive.

Florida Highway Patrol said the white van, either a Ford Windstar or a Chevrolet Astrovan, fled the scene. It may have damage on its right side.

Orange County, FL -- An investigation continues into the death of 19-month-old Tymain Peters. Peters fell 3 feet to his death from a first floor window on McEwen Lane Sunday night.

Amanda Hasty, the child's biological mother, and her family want to know how he died. Peters has lived with a foster family since he was 4 months old.

A baby sitter told investigators she put the little boy down for bed. When she went to check on him 20 minutes later, he wasn't there. A screen had been knocked out of the window. He was found lying outside, unresponsive and later died at Arnold Palmer Hospital for Children.

Volusia County, FL -- Officials identified a hit-and-run driver who fled the scene of an accident between a trooper and a Palm Coast family On Thursday, November 18, but he has not been apprehended. The suspect’s name has not been released because the case is still under investigation, a Florida Highway Patrol spokesperson said.

Trooper Andrew Barrett was attempting to stop the suspect’s car on LPGA Boulevard when he lost control of his patrol car. It slid into the path of a vehicle driven by Belisa Norton, of Palm Coast, who had her three children with her. The vehicles collided at Jimmy Ann Drive, injuring all the occupants.

Barrett, Norton and two of her three children were treated and released from Halifax Health Medical Center. Hope Norton, 5, remained hospitalized in good condition.

A Kissimmee man was arrested this week for the murder of a two-year-old boy. Jonathan Alicea, 19, was the boyfriend of the child’s mother. Neither person's identity has been released.
